I am a new business seeking an IDHR number
To register for the first time, you'll use the Enterprise Licensing and Permitting (ELP) system.
What to have ready before you start the registration process:
- Your business information (FEIN, address, employee count)
- A written sexual harassment policy that meets Illinois requirements
- Proof of completed sexual harassment training
- A credit or debit card for the registration fee ($81.80)
Necessary Form: PC-1 (Employer Report Form)
Cost: $81.80 (a $75 registration fee plus a $5 administrative fee and credit card processing fee of $1.80).
Turnaround time: Applicants will be notified by email of the approval or other outcome of a registration submission within approximately 5-7 business days; if approved, the newly registered/renewed business or location will be able to immediately access its online IDHR Eligibility Number Certificate through your ELP log-in.
Next step: Find and submit your PC1 form using the ELP portal →

For vendors or Public Contractors who are renewing an existing IDHR Number, you may submit your online renewal application as early as 90 days prior to expiration.

I need to add a new location
If your company has multiple locations with the same FEIN as your corporate headquarters, those locations must be registered individually.
What you'll need
- A current, valid IDHR number for your primary business
- Information about the new location (address, employee count)
- A credit or debit card for the location fee ($6.00)
Cost: $6.00 ($5 administrative fee + $1 processing fee)
I need to update my business information
- Changed your business name? → Submit a name change request
- Changed your business address? → Submit an address change request
- Need to update contact information? → Update your details in ELP
- Closing or selling your business? → Relinquish your IDHR number
Go to the Enterprise and Licensing Permitting (ELP) website to do this.
My IDHR Number has expired
The process to follow in this case depends on how long ago your IDHR number expired.
Expired less than 30 days ago?
Use the standard renewal process. Renew now →
Expired more than 30 days ago?
You'll need to reinstate first, then renew.
Reinstate and renew →
I need other ways to verify
Most businesses register online through the ELP system. But if you can't access the online portal, you can request forms by mail.
To request forms:

Note: Applications by mail take longer to review and process than online registrations.
