To do business with any agency, board, or commission of the State of Illinois, you need an IDHR Eligibility Number through the Illinois Department of Human Rights. We're here to help you figure out where to start.

Who needs an IDHR Eligibility Number?

You need to register if any of these apply to your business:

  • You employ 15 or more people right now
  • You've employed 15 or more people at any time in the past year
  • A state contracting agency, political subdivision, or municipal corporation asked you to register

What is an IDHR Eligibility Number?

  • An IDHR Eligibility Number is a unique identifier we assign to your business. You need this number if you want to bid on or work on Illinois state contracts.

  • The number shows that your business complies with the Illinois Human Rights Act. You will use this number when you file required reports with us or communicate with our office about your contracts.

Without an IDHR number you cannot:

  • Be awarded a state contract without a current IDHR Eligibility Number or proof of a submitted application.

  • If an Eligibility Number expires and is not renewed, the business becomes ineligible to receive contracts until it’s re-registered.

Before you register

What to have ready before you start the registration process:

  • Your business information (FEIN, address, employee count)
  • A written sexual harassment policy that meets Illinois requirements (download model policy)
  • Proof of completed sexual harassment training
  • A credit or debit card for the registration fee ($81.80)

Frequently Asked Questions about Public Contracts

YES, this email is from the State of Illinois's new system for IDHR! Beginning March 15th, IDHR's new portal to the online Illinois Enterprise Licensing and Permitting (ELP) system began notifying approximately 9,000 businesses that ELP is live. This does NOT change your IDHR Number or affect its expiration date.

There are two ways:

  1. If you are a first-time applicant and have never had an IDHR Number previously, proceed with the Create New Account option in ELP.
  2. If you have an existing IDHR Number, your account and history have been established for you, and you only need to follow the emailed instructions. NOTE: If you have a current IDHR Number, DO NOT create a New Account in ELP.

The new ELP portal allows a business applicant to complete your online submission in one sitting. Applicants will be notified by email of the approval within approximately 5-7 business days. If approved, the newly registered/renewed business will be able to immediately access its online IDHR Eligibility Number Certificate.
